Meet Our Founder

Raymund Enriquez Liboro is the Philippines’ first Privacy Commissioner (2016–2021) and former Assistant Secretary of the Department of Science and Technology. A pioneer in digital governance and data privacy, he led the creation of the National Privacy Commission and championed trust-based innovation across sectors.

In 2018, he became the first Asian to be elected to the 5-member Executive Committee of the Global Privacy Assembly (GPA), the world’s top privacy body with more than 160 member jurisdictions. He also chaired the GPA’s COVID-19 Taskforce in 2020.

Mr. Liboro also led the first ASEAN Data Protection and Privacy Forum and hosted the Asia Pacific Privacy Authorities (APPA) Forum. He completed the Digital Transformation program at the Harvard Kennedy School.

Now back in the tech space, he founded Privacy and Security by Design, Inc. (PSbD) — a digital agency dedicated to safe, privacy-first innovation. He is also a lecturer at the Asian Institute of Management (AIM), teaching Cybersecurity and Data Privacy.
