STARBOOKS
Science and Technology Academic and Research-Based Openly Operated Kiosks
Spearheaded the Science and Technology Academic and Research-Based Openly Operated KioskS (Starbooks) initiative while serving as Assistant Secretary at DOST and head of STII. Designed as a standalone digital science library, Starbooks reached over a thousand sites nationwide by 2016, earning acclaim for enhancing STEM learning in underserved communities.
PROJECT NOAH
Nationwide Operational Assessment of Hazards (NOAH)
Created the Nationwide Operational Assessment of Hazards (NOAH) project under DOST to support national disaster preparedness using real-time risk assessment tools. Widely recognized by the United Nations as a flagship e‑governance innovation for disaster prevention.


First Privacy Commissioner of the Philippines (2016–2021)
National Privacy Commission
Appointed in 2016 as the first-ever Privacy Commissioner and Chairman of the National Privacy Commission (NPC). Within his first year, he fast‑tracked the issuance of the Data Privacy Act’s Implementing Rules and several policy circulars, positioning the Philippines alongside global data protection regimes.
International Leadership in Privacy

Elected to the exclusive five-member Executive Committee of the International Conference of Data Protection and Privacy Commissioners (now Global Privacy Assembly) in 2018, earning the Philippines full voting membership.

Chaired both the ASEAN Data Protection and Privacy Forum (2019) and the Asia–Pacific Privacy Authorities (APPA).

Led the Global Privacy Assembly’s COVID‑19 Taskforce in 2020, coordinating international privacy responses amid a global health crisis.
